and development sources are sought for fabricating circuit substrates
for use in extreme environments. These substrates will be populated by
the government and then analyzed through tests to confirm their
electro/mechanical characteristics in the presence of severe shock. Our
goal is to establish microcircuit construction techniques (printed
circuit boards, surface mount and multi-chip modules) and determine the
kinds of substrates that will survive and operate in extreme
environments. Prospective sources must demonstrate the ability to build
highly customized substrates using many different substrate materials
and construction processes. Circuit substrate designs will be
government furnished. The contract will require the building of
multi-layer circuit substrates using polyamides, aramides, ceramics,
FR4, Teflon, Kapton, Thermount, and other substrate materials. The
contractor must have the ability to produce substrates in surface
mount, printed circuit board, chip and wire, high density interconnect,
and ball grid technologies. Approximately 10 substrates per month
(maximum of 20 per month) shall be built over a 24 month period. These
substrates will be between one and 10 layers and have typical
dimensions of 2'' X 2'' and maximum dimensions of 18''X 18'' . The
turnaround time on production and delivery of these substrates shall
typically be 4 weeks. A cost plus fixed fee contract valued at
approximately $400,000 is envisioned for this requirement. Firms having
applicable interest, capability and background should submit
particulars in accordance with Numbered Note 25 to WL/MNK, Eglin AFB FL
32542-6810, Attn: Becky Kirk. Firms will be evaluated on their
experience, facilities, and capabilities. Responses to this synopsis
must be received within 15 days from date of publication. For further

will not be notified of the results of the evaluation f information
submitted. This synopsis is for information and planning purposes only,
does not constitute an IFB or RFP, and is not to be construed as a
commitment by the Government. After statements of capability have been
screened, a solicitation will be issued to those prospective sources
who, in the sole judgment of the purchasing activity, have the
potential of successfully fulfilling the requirements of the planned
contract. Firms responding to this synopsis should state whether they
are or are not a small business concern as defined in FAR 52.219-1
(Size standard 500, SIC code 8731). The Air Force reserves the right to
consider a small business set-aside based on responses hereto. This
requirement may be pursued sole source if the Air Force determines that
only one source is capable of satisfying the requirements. The
Government anticipates that Research and Development Streamlined
Contracting Procedures (RDSCP) apply to this acquisition in accordance
with DFARS 235.70. A standard request for proposal (RFP) will not be
issued. The complete solicitation will appear in a subsequent edition
of the Commerce Business Daily and proposals will be due 30 days after
issuance of solicitation. An ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of this acquisition. All
potential offerors should use established channels to request
information, pose questions, and voice concerns before resorting to the
