COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 18,1995 PSA#1492National Renewable Energy Laboratory, 1617 Cole Boulevard, Golden, CO
80401-3393 A -- ADVANCED ALTERNATIVE FUEL SYSTEM TECHNOLOGY DEVELOPMENT FOR
MEDIUM DUTY VEHICLES SOL 6-370. POC Kathee Roque, Subcontract
Administrator, (303) 275-3124, Scott Montgomery, Group Leader,
Subcontracts Section (303) 275-3193. The National Renewable Energy
Laboratory (NREL) anticipates issuing a Notice of Program Interest
(NOPI) in mid-December, 1995, for projects to develop and demonstrate
advanced alternative fuel system technology that furthers the
development and increases the viability of using alternative fuels as
an energy source for medium duty vehicles. The alternative fuels of
primary interest under this NOPI are natural gas, LPG, methanol and
ethanol, although other fuels may be considered. The scope of work to
be performed will include design, fabrication, experimental evaluation,
and optimization and demonstration of a component or system that
advances the current state of alternative fuel technology in one of
four areas: 1) Alternative fuel formulation including additives, 2)
On-vehicle storage and handling of alternative fuels, 3) Combustion
enhancement and engine optimization for alternative fuels, and 4)
Alternative fuel emission control systems. The proposed technology must
be applicable to medium duty vehicles. NREL's current definition of a
medium duty vehicle is Class 3 - 7 with a GVW between 10,000 and
33,000, using either spark-ignited or diesel cycle engines between 150
and 350 HP. The Department of Energy and NREL are in the process of
finalizing a definition of a medium duty vehicle. The final definition
of what is considered a medium duty vehicle shall be stated in the
final solicitation document. Organizations considered for award will
need to demonstrate in their proposal an understanding of the existing
state-of-the-art technology. The proposals will be evaluated against
the overall Alternative Fuels Utilization Programs goal of developing
and advancing the technology that allows optimum use of alternative
transportation fuels. Due to the current need to leverage government
funds, the solicitation may have a cost-sharing requirement. Each
institution shall be limited to one proposal If an institution submits
multiple proposals, all proposals from that institution shall be
excluded from consideration. Either single or multiple awards will be
considered under this solicitation. NREL anticipates issuing a Letter
of Interest (LOI) on or about January 22, 1996. Firms who have interest
or experience in alternative fuel systems (component, engine, or
vehicle) technology who would like to receive a copy of the LOI, are
requested to write Kathee Roque at the address given in this Synopsis
No. 6-370 no later than December 31, 1995. This synopsis is not a
request for proposal. Telephone requests will not be accepted. (348) Loren Data Corp. http://www.ld.com (SYN# 0012 19951215\A-0012.SOL)
