Environmental Protection Agency (EPA) is seeking offers for a CPFF
level of effort term contract to obtain from published scientific
literature a detailed and comprehensive data base regarding the
toxicity, occurrence and environmental fate of organic and inorganic
chemicals, microbial contaminants, and radionuclides encountered in
drinking water, ambient water, sediment, fish, wildlife and sludge. In
performance of this contract, the Contractor shall be required to
perform all writing and related functions necessary to produce the
final draft criteria documents, external review draft health advisories
or other technical guidance documents for the identified contaminants.
The contractor shall consult pertinent publications and retrieve
relevant information to be used throughout the development of each
document. In the literature evaluation, primary emphasis should be
placed upon the adequacy of results, and relevance to the assessment of
toxicological effects from exposure to the contaminant in question.
Health and environmental effects and risk assessments should be based
on interpretation of the results of animal, clinical and
epidemiological studies, aquatic life toxicology test, residue analysis
test, including cancer risk estimates. Additionally, the Contractor
shall be available on a fast response basis to provide technical
information and advice concerning a ''problem'' contaminant. The
contractor shall furnish facilities, materials, and the necessary
professional, technical and supporting personnel for performance of the
work required by this contract. This proposed contract shall involve
access to TSCA and FIFRA Confidential Business Information (CBI) and
shall require compliance with the security requirements of FIFRA and
the OPP Confidential Business Inormation Security Manual. The period
ofperformance is estimated to be a 12 month base period plus two 12
month options. The base LOE is 35,993 direct labor hours with an
additional 35,993 hours for each option period. This is a follow on
contract. All responsible sources may submit a proposal which, if
timely, will be evaluated by the Agency in accordance with the
technical evaluation criteria specified in the RFP. All requests for a
