This announcement was previously published in the Commerce Business Daily on October 17, 1994. The National Library of Medicine (NLM) intends to negotiate with the Chemical Abstracts service (CAS) for a three-year contract for the updating and maintenance of CHEMLINE (NLM registered Trademark) database, a part of NLM's MEDLARS (NLM Registered Trademark) retrieval system. The scope of this database includes CAS Registry Numbers, Superceded CAS Registry Numbers, CA Index Nomenclature, Molecular Formulas, and Synonyms. The CHEMLINE file contains these data for over 1,400,000 records describing substances indexed in any MEDLARS data by CAS RN. The Contractor shall be responsible for creation of bi-monthly updates of CHEMLINE based on Registry Numbers supplied by NLM, an annual file rebuilding, and assignment of Registry Numbers upon request for substances in databases such as the NLH MeSH file. The CHEMLINE database has existed with CAS support since 1975, and much of the data is derived from the proprietary CAS Registry File. CAS will not lease or otherwise make available this source to others for the purpose of assigning Registry Numbers. NLM requires that adding and maintainig records will effect no substantive changes in CHEMLINE data elements, software, or retrieval system; nor can NLM accept any delays in adding new records. To recreate this database would be prohibitively expensive to the Government and lead to unacceptable delays. Based on authority cited in 41 U.S.C. 253 (c) (1), FAR 6.302-1 (b) (2), award to Chemical Abstracts Service without full and open competition is planned. See Numbered Note(s): 22. (0348)
