FOR DESIGN OF MISCELLANEOUS MILITARY PROJECT FACILITIES (OPERATION &
MAINTENANCE) WORK AT TINKER AIR FORCE BASE, OKLAHOMA POC DAVID E.
HARDER, A-E CONTRACTS & DOCUMENTS SECTION, 1645 S. 101st EAST AVENUE,
TULSA, OK 74128, 918/669-7040. 1. CONTRACT INFORMATION: A minimum of
two(2) AND a maximum of ten(10) Fixed Price Contracts will be awarded
from this advertisement for Engineering and Design Services for the
Design of Miscellaneous Military Project Facility (Operation and
maintenance) work at Tinker Air Force Base, OK. This procurement is
unrestricted. The anticipated contract award dates are February 1996.
These contracts cost will not exceed $500,000. Each contract may
include one or more projects. The number of contracts to be awarded
will be based on the number of projects approved by the Air Force. 2.
PROJECT INFORMATION: Key elements for work under this contract will
include, but not be limited to, various engineering and design services
for miscellaneous military projects, cost estimating, economic benefit
analysis, technical report writing, preliminary and final design for
buildings, structures, utilities, site improvements, paving roads,
walks, open storage, parking areas, and all similar type design for
construction. Title II services may be required with this contract. The
estimated construction cost is between $50,000 and $5,000,000. 3. A-E
QUALIFICATIONS: Technical capabilities must include registered
Mechanical, Electrical, Civil/Structural Engineers and Architects.
Other required disciplines include Estimators, Specification Writers
Landscape Architects, Surveyors, CADD Operators, and Draftsmen.
SELECTION CRITERIA: See Note 24 for general selection process.
Selection of a firm to provide the required services will be based on
the firm's qualifications in accordance with the following criteria,
listed in descending order of importance: a. Professional qualification
for satisfactory performance of the required services. b. Specialized
experience and technical competence in (1)Mechanical-Electrical design
services for repair & updating of miscellaneous buildings & facilities
on military bases, (2) Structural/Civil redesign of Operation &
Maintenance Facilities, (3) Studies & design of miscellaneous runways,
taxiways, rads & parking areas, (4) design of mechanical, electrical
water, sewer utility systems, (5) design buildings, and(6)
miscellaneous other studies & designs as assigned, (7) construction
cost estimating and preparation of estimates on IBM-Compatible personal
computers using Corps of Engineers Computer Aided Cost Estimating
System (M-CACES Gold) (software provided), (8) final CADD drawings
using, Intergraph Micro Station, Version 5, Specifications shall be
produced on an IBM compatible computer system using SPECSINTACT
Software. The A/E will be required to submit final versions of the
specifications and drawings prepared prepared for this contract in hard
copy as well 3-1/2'' High Density Diskettes which are ready for use
with the computer system/Software stated above. (9) producing quality
designs, (10) ability to access a Computerized Automated Review
Management System (ARMS) via modem, and (11) construction phase
services. c. Sufficient capacity to respond quickly, mobilize qualified
personnel and produce quality results under short deadline constraints.
d. Past performance on governmental agencies & private industry
contracts with respect to cost control, quality of work, and compliance
with delivery schedules. Secondary criteria to be considered are e.
Volume of work previously awarded to the firm by the DoD with the
objective of effecting an equitable distribution of DoD contracts that
have and have not had prior DoD contracts, and f. Location of the firm
with respect to project. g. In-house capabilities will weigh heavier
than work sub-contracted. h. Secondary, but not mandatory,
consideration will be given to specialized experience in metric design.
4. SUBMITTAL REQUIREMENTS: See Note 24 for general submittal
requirements. Interested firms having the capabilities to perform this
work must submit one copy of SF 255 (and a SF 254 for the prime firm
and all consultants) to the above address no later than 4:30 p.m. on
the 30th day after the date of this announcement. If the 30th day is
Saturday, Sunday or Federal Holiday, the deadline is 4:30 p.m. of the
next business day. Faxed submittals will not be accepted. Solicitation
packages are not provided. This is not a request for proposal. The SF
255 should specifically address the requirements of this announcement.
Responding firms are requested to clearly identify those tasks to be
performed in-house and at what office, and those tasks to be
ubcontracted and at what office. Responding firms are requested to
identify all computer capabilities in Block 10 of the SF 255. Also in
Block 10 of the SF 255 describe the firm's design quality control plan,
including coordination with subcontractors. Cover letters and
extraneous material are not desired and will not be considered.
Personal visits to discuss this contract will not be considered.
