services for development of master signage program and health care
wayfinding system at the VA Medical Center, Dallas, TX. Services
include extensive research and factfinding at the facility; data
analysis and evaluation of program needs and traffic flow and
circulation; designing utilizing wayfinding techniques other than
signage to assist in directions; and specifying, production and
delivery of master plan. Work will be accomplished in three
phases--development of graphics and signage design standards; provide
wayfinding master plan for Clinical Addition and Spinal Cord Injury
Center (both under construction); and provide wayfinding master plan
for existing Bldg. 2, main hospital. Minimum qualfications criteria:
Each respondent shall meet and show proof of all of the following
minimum qualifications: Medical Center/ Hospital-Signage and
Wayfinding, Master Plan preparation, experience and capabilities. Must
have successfully completed work with at least 3 VA Medical Centers to
provide a comprehensive master signage program and wayfinding system,
in which the specified signage has been installed. Must have also
completed a minimum of 3 master plans in Signage and Wayfinding in
other health care facilities. Knowledge, understanding and experience
in working with methods of providing wayfinding. Previous experience
working with VA signage criteria and specifications is mandatory.
Specialization in health care signage/wayfinding and development of
Medical Center Master Signage Programs is required. Prefer experience
in which specifications included signage and wayfinding for existing
buildings as well as new construction. Knowledge and ability to insure
that new signage and wayfinding specifications will comply with ADA
requirements. Previous experience in providing a new aesthetic signage
design, that will coordinate with the existing design. Understanding
and experience in developing clear, easily understood ''You are Here''
maps. Respondent firm must be AutoCAD compatible. All required
computer disk submissions will be on AutoCAD Version 12 for Windows.
Respondent firm must have been established at least2 years, with an
office and full time staff. Project will require the leadership of a
dedicated project manager possessing a minimum of a bachelor's degree
in interior design, graphic design, architecture or other related
profession. Required staff must be readily available for constant
visits to the facility during length of evaluation. Respondent firm
must possess the ability to provide services within budgeted cost
limitation and prepare accurate and highly detailed signage cost
estimate. Estimates shall be prepared by professional signage cost
estimators. The following categories will be utilized to rank the
respondents meeting the above minimum qualifications: 1. Medical
Center/Hospital-Signage and Wayfinding Master Plan preparation
experience and capabilities (maximum 50 points). 2. General Healthcare
Signage/Wayfinding Master Plan preparation experience and capabilities
(max 40 points). 3. General Signage/Wayfinding Master Plan preparation
experience and capabilities (max 25 pts). 4. Quality control (max. 50
pts). 5. Capacity to accomplish work in the required time. (max 50
pts). 6. Experience and capabilities using AutoCADD (max. 25 pts). 7.
Geographic location of firms and consultants servicing offices (max 10
pts). In accordance with P.L. 100-656, this acquisition is not
restricted to business size. Standard Industrial Code (SIC) 8712,
Architectural Services, applies to this acquisition and the small
business size determination is NTE $2.5 million in average annual
receipts during the preceeding three fiscal years. Architect/Engineer
firms which meet the requirements described in this announcement are
invited to submit: (1) a Standard Form 254, Architect-Engineer and
Related Services Questionnaire, and (2) a Standard Form 255,
Architect-Engineer and Related Services Questionnaire for Specific
