GALLAGHER, (215)697-9606 FISC Detachment Philadelphia intends to acquire Multiple Site Unlimited Access Licenses to IHS Personnel Databases (PN540W) for the Naval Human Resources Office in Pensacola, Florida. The databases will be utilized by five concurrent users at 21 separate sites incorporating a Wide Area Network (WAN) and must be available on CD-ROM. The personnel databases will be utilized during the period 01 February 1996 through 30 September 1996. The Government intends to make a single award for all items. The Personnel Databases must contain the following: Federal Personnel Regulations, Department/Agency Personnel Supplements (FPMD), Historical Regulations, Classification/Qualification Standards, Navy Supplements, Army Supplements, VA Supplements, MSPB Decisions, FLRA Decisions, Arbitrators' Decisions, EEOC Decisions, Comptroller General Decisions, and Historical Classification/Qualification Standards. The Government intends to solicit and negotiate on an other than full and open competitive basis pursuant to FAR 6.302-1 with Information Handling Services. Information Handling Services is the only responsible source that can provide the required personnel databases. All responsible sources may submit concise documentation as to their ability to provide the required personnel databases as well as financial and technical information which will be considered by the Navy. If no affirmative written responses advantageous to the Navy are received within fifteen (15) calendar days after publication of this notice, a request for quotation will be issued to Information Handling Services. Note, no contract award will be made on the basis of information received in response to this notice. Further, the Navy will not pay for any information provided.
