HALL, (805) 982-0600, Contracting Officer, William Hillbrant, (805) 982-0589 The Port Hueneme Division, Naval Surface Warfare Center intends to issue a competitive fixed price solicitation for hardware and software upgrade services to develop requirements for a ''Windows'' based Budget and Line Item Stratification System (BLISS). The required services shall include the following; (a) Review of all existing systems and programs and document required changes for Windows based BLISS System, to include identification of new program requirements to conform with new DOD Budget Stratification directive DOD Manual 4140.1-M. (b) Review and document existing data bases to determine the appropriate interfaces with a ''Windows'' based BLISS system. (c) Develop hardware and software requirements for a ''Windows'' based BLISS System, to include a module to extend the stratification forecast through the budget year plus twenty. (d) Develop a BLISS Stratification module using either Microsoft Visual or Visual Foxpro. The Computer Aided Spares/Repair Parts Budgeting Process (CASRPB) module, which interface with the BLISS system, shall be developed using Microsoft Excel. All required enhancements to the BLISS/CASRSP system shall conform to the new DOD Straficiation Directive DOD Manual 4140.1-M.
