The Marine Corps Systems Command intends to negotiate and award on a sole-source basis a contract with Fuentez Systems Concepts, Inc., 11781 Lee Jackson Highway, Suite 700, Fairfax, VA 22033, for systems engineering support. This effort will include analysis of data communications utilizing the AN/VRC-99 Mission Equipment Control Data Link (MECDL) radio. Fuentez developed the original software application that runs the message handler and communications server associated with the MECDL host interface unit and has developed four generations of the software application. Fuentez has an SEI level two certification. Hazeltine is the sole manufacturer of the MECDL equipment and owns proprietary rights to the relevant technical data. Period of performance will be for approximately sixty days. No other source is considered capable of performing the required effort. No solicitation document exists for this effort.
