House, Purchasing Agent (816) 426-7129 extension 235 The National Marine Fisheries Service (NMFS), Office of Enforcement, Southeast Region has a requirement to store 200 fishing nets which have been seized from shrimp vessels as evidence to be presented in court for violation of Turtle Excluder Device Regulations under the Endangered Species Act. The nets must be stored until pending court cases are adjudicated. Presently there are 100 seized nets stored at Freeport, Texas and 100 nets at Corpus Christi, Texas. The Government's preferred storage location is Freeport, Texas. The period of performance for this requirement is 01-17-95 thru 09- 30-96. If the nets are moved to another facility, the cost for transportation shall be at Contractors expense and the nets may need to be moved before 01-17-95. The NMFS does not expect the current inventory to increase, however, the number of nets in storage may decrease as court cases are closed. The Contractor shall be responsible for safeguarding the nets in a controlled access facility that is dry, well-ventilated and not subject to any weather conditions. The nets shall be protected from vandalism, decay, and damage from rodents or other vermin. The nets shall be stacked no more than four nets deep with a minimum of 16 cubic feet of space for each net. The Contractor is solely responsible for loss or damage to the nets and shall maintain strict security. The Contractor shall restrict access to the nets and only release the nets to authorized individuals. The nets shall be made available at the storage site as ''court evidence'' for viewing by court officials, attorneys and NMFS Special Agents. This solicitation is issued under the small purchase procedures of FAR Part 13, and is 100% set-aside for small business. The SIC Code is 4226. Size Standard is $12.5 million.
