furnish all labor, material, equipment and incidentals necessary for
construction of 7.52 km of aggregate base course, hot asphaltic
concrete pavement, and miscellaneous construction in accordance with
the specifications and design drawings for Project N24(1-1)4. Navajo
Housing Authority (NHA) access road is also included to this project,
which consist of grading, drainage, aggregate base course, hot
asphaltic concrete pavement, and miscellaneous construction. Northwest
of Leupp, Arizona, Coconino County on the Navajo Indian Reservation
are requested to give written notification to the procuring office
listed in this notice within 15 calendar days from the date of this
synopsis. Invitation for Bid No. N00-96-11, Bid Opening on January 31,
1996 at 2:00 P.M. local time. This project is a total labor surplus
area set-aside. Concerns that respond should furnish detailed data
concerning their capabilities and may request to receive a copy of the
solicitation when it becomes available. This notice shall represent
the only official notice of such a solicitation. This solicitation is
SET-ASIDE FOR CERTIFIED 51% INDIAN-OWNED AND CONTROLLED BUY INDIAN
FIRMS. Section 7(b) of Public Law 93-638 (25 U.S.C. 450E) and 41 CFR
14-1.354 require that preference opportunities in employment and
training be given to Indian/Alaska Native individuals and that
preference in the award of subcontracts be given to Indian/Alaska
Native Enterprises. Failure by the Contractor to submit a plan for
doing so prior to award and implement the same after award shall be
sufficient reason for non-award or termination of the contract for
