include the solicitation no., Announcement NRA-96-LeRC-2, and your
company's name, phone no., and mailing address. The National
Aeronautics and Space Administration is interested in receiving
research proposals, especially for grants or cooperative agreements,
for Aeropropulsion Base Research and Technology. The proposals sought
are for the Fluid, Structures, Instrumentation and Control, and
Multidisciplinary Design and/or Analysis areas for aircraft air
breathing engines. This solicitation is open especially to the
following categories of organizations: Educational Institutions, and
Non-Profit Organization. Although no specific set-aside is contemplated
for HBCU's and other minority institutes, their participation is highly
encouraged. A more detailed description of the general area of interest

guidance for proposal preparation is available from NASA Lewis Research

500-309. Requests for copies of ''Announcement NRA-96-LeRC-2'' should
be addressed to NRA-96-LeRC-2, NASA Lewis Research Center, Mail Stop
500-302, 21000 Brookpark Road, Cleveland, OH 44135. This solicitation
constitutes a NASA Research Announcement as contemplated in FAR
6.102(d)(2). This announcement will be open for the period through
February 19, 1996, by which date proposals must be submitted. Selection
decision will be made by Paul Burstadt, Lewis Research Center following
peer and/or scientific review of proposals. In all cases Non-Government
personnel will be included as reviewers. Proposals will be limited to
no more than 15 pages. A ''page'' is one sheet, 8 '' x 11'',
single-spaced, single-sided, with at least one inch margins on all
sides, using PICA size type or larger. The following criteria will be
considered in the evaluation process: unique and innovative methods,
approaches, or conceps demonstrated by the proposal, overall scientific
or technical merits of the proposal, the offerors capabilities, related
experience, facilities, technique or unique combination of these which
are integral facts for achieving the proposal objectives,
qualifications, capabilities and experience of the proposed principal
investigator, team leader or key personnel, potential contribution of
the effort to NASA objectives, overall standing among similar proposals
available for evaluation and/or evaluation against known
state-of-the-art, demonstrated expertise in the general areas of
interest, and cost realism and availability of funds. NASA LeRC
anticipates making between 10 to 25 awards this year as a result of
this NRA totaling approximately $1,800,000.00. Offerors may submit
proposals for one, two, or three year efforts. The NRA will be released
on or about January 3, 1996. Notification to successful and
unsuccessful offerers will be given on or about April 10, 1996, and
awards are anticipated to be made by November 1,1996. Effective October
1, 1995, the Internet will be the only source of NASA Lewis Research
Center MidRange synopses and solicitations. Other synopses will
continue to be published in the CBD as well as the Internet.Internet
