to enter into a sole source procurement with George Washington
University for the following: (1) Require post graduate Medical
Residents to provide ''Primary Care'' for clinical research patients
for a period of five months. (2) Primary Care for the clinical research
patients shall require the professional efforts of two Medical
Residents, one each in the Post Graduate Year Level 2 (PGY2), and one
each in the Post Graduate Year Level 3 (PGY3). (3) The contractor shall
provide all the necessary services, qualified personnel, material,
equipment, and facilities, not otherwise provided by the Government, as
needed to perform the work described as follows: (a) Shall provide for
a PGY2 medical resident licensed in a state, commonwealth, or
territory of the United States of America or in the District of
Columbia and/or have a medical licensure pending in the state of
Maryland. (b) Shall provide for a PGY3 medical resident licensed in a
state, commonwealth, or territory of the United States of America or in
the District of Columbia and/or have a medical licensure pending in the
state of Maryland. (c) The medical residents shall provide full-time
advanced medical services on patient care units at the Clinical Center,
Bethesda, MD. (d) The medical residents shall work Monday through
Friday, from 8:30 a.m. to 5:00 p.m. local time, and be available on an
assigned rotational schedule at other times day and night, weekends,
and holidays for emergency patient-care coverage. (e) The medical
residents shall: (1) Perform initial workup of each patient, including
medical history, and physical examination. (2) Write medically
appropriate orders into the Medical Information System computer,
including implementation of protocol order sets. (3) Attend ''morning
report'' meetings on selected weekdays with the Clinical Director. (4)
Present all patients to and receive instructions from the attending
physicians, or his designee. (5) Make rounds daily and provide all
primary physician care requried by the Patients under their care on the
clinical service to which they are assigned. (6) Provide medical care
at nights and on weekends and holidays according to specific
assignments and with regard to plicies set by NIAID on a rotational
basis in the clinical center. (7) Begin each impatient evaluation with
an hour after admission to the Clinical Center. (8) Provide a history,
physical examination, admission note to the chart, and pertinent
medical orders written to the Mecial Information System computer within
twenty four hours of the patient's admission. Be available full-time
while assigned to NIAID, thus excluding any vacation or holiday time.
(9) Take their share of night and weekend emergency coverage for their
patients and during this time remain in the Clinical Center. (10)
Maintain strict confidentiality regarding patient data, files, and
information. (11) Be responsible for maintaining her/his own personal
diagnostic equipment, including a stethoscope. The contractor shall
assume full responsibility for the protection of personnel furnishing
services under this contract. Concerns that respond to this notice must
furnish concise responses directed specifically to the requirements
mentioned above. Sources demonstrating the capability to accomplish the
above shall supply pertinent information in sufficient detail to
demonstrate that ability to perform (capability statement). Information
furnished shall include enough material to perform a proper evaluation.
