investigative pre-design, design and inspection services for
Aeromedical Evacuation Training Facility, Project Number YZEU929755.
Project consists of designing administrative and warehouse space.
Utility design recommendations and the actual utility design to the
proposed Aeromedical Evacuation Training Facility must be approved by
a Cathodic Protection Specialist. The cathodic protection survey and
design must be performed by a National Association of Corrosion
Engineers Accredited Corrosion Specialist or a Registered Professional
Corrosion Engineer. The accreditation and/or registration must have
been obtained in the field of cathodic protection. Work includes Type
A services (field surveys, investigations and inspections and
inspection to support the design): Type B services which included (1)
visual inspection on the site, (2) familiarization with project scope,
(3) coordination with the users and review authorities and (4) all
work directly associated with the preparation of plans, specs., design
analysis, cost estimate and submission of review submittals and Type
C services (construction management) at the option of the government.
The contract starting date will be approximately 1 May 96. Total
estimated construction cost for the project is between $1,000,000.00
and $5,000,000.00. The government proposes to enter into a firm fixed
price contract for these services. The work will be performed for the
Oklahoma Air National Guard Base located at Will Rogers World Airport,
Oklahoma City, Oklahoma. Interested firms will be evaluated based on
the following revised criteria in order of precedence: (1) Professional
qualifications necessary for satisfactory performance of required
services; (2) specialized experience and technical competence in the
type of work required on military installations and commercial airports
for this project; (3) Capacity to accomplish the work in the required
time; (4) Past performance on the contracts with government agencies
and private industry in terms of cost control, quality of work and
compliance with performance schedules; (5) Location in the general
geographical area of the project and knowledge of the locality of the
project, provided that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project; and (6) The volume of work previously awarded the firm by the
Department of Defense shall also be considered. Firms wishing to be
considered shall submit Federal SF 254 and SF 255 to the Contracting
Officer not later than 4:00 PM local time February 28, 1996.
