and Industrial Supply Center Norfolk Detachment, Philadelphia, intends
to acquire Federal Information Processing (FIP) Systems Development
and Programming Services on a sole source basis from Analysis and
Technology of North Stonington, CT to support the Electronic
Intelligence (ELINT) Technical Analysis Working Group (ETAWG) from 1
February 1996 through 31 May 1996. The contractor shall conduct
advanced studies and provide recommendations on the feasibility of
converting existing ELINT analysis software to take advantage of
state-of-the-art advances in analysis and computing hardware, their
operating systems, and support software. Services will be provided to
the Naval Surface Warfare Center, Fleet Combat Direction Systems
Support Activity at Virginia Beach, Virginia. A Cost Plus Fixed-Fee,
Indefinite Delivery Indefinite Quantity contract comprising 11,500
labor hours is planned. This procurement is being accomplished pursuant
to FAR 6.302-1. Analysis and Technology is considered the only
responsible source for the required software development services.
Interested vendors may identify their interest and capability to
respond to the stated requirement. This notice of intent is not a
request for competitive proposals. No solicitation documents are
available. However, all information received within forty-five (45)
days after the date of publication of this notice will be considered by
the government. Information received as a result of this notice of
intent will be considered solely for the purpose of determining whether
to conduct a competitive procurement. A determination by the government
not to open the requirement to competition based upon responses to this
notice is solely within the discretion of the government. The
government will not pay for information received as a result of this
