The Government proposes to modify contract DAAB07-92-C-A255, with Standford Telecommunications, Inc., Colorado Springs, CO, directing the contractor to modify and integrate the Defense Satellite Communications System (DSCS) Frequency Division Multiple Access Control System (DFCS) and DSCS Electronic Counter-Countermeasure Control Subsystem (DECS) software into the DSCS Operating Control Subsystem (DOCS) Training System (DTS) software, and install Polycenter Console Management software on all DTS computer assets. The proposed procurement will be awarded on a sole source basis as adequate specifications, plans, drawings or other technical data are not currently available and Stanford Telecommunications is the only known responsible source capable of satisfying the Government's requirements.
