202/267-7851 The United States Department of Transportation (DOT),
Federal Aviation Administration (FAA), plans to award a
firm-fixed-price contract for the development and conduct of a
nationwide public education campaign relative to commercial aircraft
passenger safety. The contract period of performance shall be
approximately 12 months. Under the prospective contract, the successful
offeror will be responsible for all aspects of campaign development,
management, and implementation. Specific contractor responsibilities
shall include, but not be limited to: message design and development;
development and reproduction of informational materials in both print
and video media; market/demographic analysis associated with
cost-efficient information targeting; development, management and
conduct of a nationwide media relations campaign to include news
conferences, video news releases, placement of materials in national
and regional publications, and the identification/scheduling of
speaking appearances by key FAA officials; and the conduct of efforts
to obtain the support and participation of various interested parties
(e.g. aviation and airlines industries, restraint device manufacturers,
etc.). Interested parties must submit a written request for the

Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contract. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
