Logistics Support (CLS) for the T-1A Tanker Transport Training System
Aircraft. The Oklahoma City Air Logistics Center (OC-ALC), Tinker AFB,
OK plans to compete the T-1A CLS contract, for the first time since
the initial acquisition contract(s) for the T-1A Training System,
consisting of 180 aircraft, aircrew training devices, courseware, and
associated CLS, were awarded in 1990. The Air Force is currently
evaluating several options designed to enhance competition of qualified
sources for providing logistics support for the T-1A aircraft, and
requests industry review and comment. The T-1A is used by the Air
Education Training Command (AETC) for specialized advanced training of
undergraduate pilots destined for tanker and transport aircraft. The
aircraft are currently located at five AETC bases; Reese, Randolph,
Laughlin, Vance and Columbus. Aircraft deliveries are scheduled to
continue through May of 1997. The T-1A Jayhawk, designated Beechjet
400T, is similar to the 400A corporate transport. The flight deck is
configured for a student in the left seat, an instructor in the right
seat, and another student to the rear. Structural enhancements provide
for a large number of landings per flight hour, increased birdstike
resistance, and an additional fuselage fuel tank with single point
refueling capability. Avionics include a five-tube Electronic Flight
Instrument System (EFIS), turbulence detection radar, digital
autopilot, tactical air navigation with air-to-air capability, and a
central diagnostics and maintenance system. Power plant includes two
Pratt & Whitney Canada JT15D-5B turbofans; each with 2,900 lbs. thrust.
The current CLS contract consists of a basic and nine one year Firm
Fixed Price (FFP) options, which continues through 1999. Contractor
logistics support furnished under the current contract requires the
logistics support contractor to establish a contractor operated and
managed base supply which provides a range and depth of contractor
furnished spares, both repairable and expendable, and quantity of
support equipment to support the T-1A at each operating bas. The
contract requires management of base operations including furnishing
factory representatives for airframe, avionics, and engines.
Requirements also include providing associated data, over & above
support, follow-on engineering and technical support, and depot
maintenance support, including providing facilities. All on-aircraft
maintenance is currently performed by the Air Force through Military,
A-76 Contractor, or Civil Service Personnel. This announcement is to
allow interested potential offerors the opportunity to request
additional information concerning the T-1A Program and CLS contract
requirements. The T-1A program office at OC-ALC would like to conduct
discussions with those interested, after reviewing the requirement and
proposed options under consideration. To request additional
