includes design and construction of an upgrade to the electrical
distribution system at Kirtland AFB, NM. The project is divided into
several geographic areas. In each area the contractor shall install a
new underground primary distribution system which shall be connected to
existing substations. The project will supply power to all existing
loads in these areas and to new loads as indicated. The project also
includes installation of a new street lighting system in each area, and
the removal of existing overhead primary distribution and poles in the
designated areas. The project includes identification, removal and
replacement of overhead telephone, cable TV and communication systems
with underground systems. An option is included to install a new
overhead 12.4 kV primary distribution system and remove the existing
overhead 4 kV system in a defined area of the base. Project also
includes testing and disposal of existing distribution transformers. It
is anticipated that the RFP will be issued on 15 January 1996, with
technical proposals due 15 March 1996. The SIC code is 1623. The
magnitude of construction is between $5,000,000 to $10,000,000. Bonding
will be required for this acquisition. The costs of the plans and
specifications is $75.00. This charge is nonrefundable. Checks should
