Coastal Systems Station, Panama City, FL intends to award a firm
fixed-price contract on a sole-source basis to Howden Compressors,
Inc., Langhorne, PA, for one Burton Corblin diaphragm compressor, model
D164LM25. This compressor will be used in the Navy Experimental Diving
Unit (NEDU) Ocean Simulation Facility (OSF). The Burton Corblin is the
only compressor with the exact footprint and bolt pattern which meets
space and compatibility requirements allowing interface with three
existing Burton Corblin compressors, all of which function as an
elaborate transfer pumping system supporting the OSF's critical life
support systems. Specific to oxygen use, the D164LM25 has a stainless
steel gas plate, diaphragm, and piping which utilizes halocarbon fluid
(comopatible with gaseous oxygen) in the mechanical components of the
crankcase. This compressor must meet the following requirements: (1)
Physical characteristics: a) The footprint shall not exceed 75 inches
in length, 26 inches in width, and 61 inches in height; b) shall be of
horizontal configuration (2) Performance specifications: a) The oxygen
compressor shall have a minimum suction pressure of 500 psig, discharge
pressure of 3000 psig, and 75 scfm flow rate; b) all gas service areas
must be cleaned to ''Industry Oxygen Cleansed'' standards prior to
delivery; c) crankcase oil shall be halocarbon series 27S. It has been
determined that the Burton Corblin compressor is the only compressor
to meet all requirements, therefore a sole source award is appropriate
