The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD proposes to procure on a firm-fixed-price basis; integration services and approximately 360 kits to upgrade AN/PRC-117 series radios with NSA-approved COMSEC/TRANSEC/SINCGARS capabilities for fielded Government assets; approximately 150 new AN/PRC-117D(V)2 radios (which already include the required NSA-approved COMSEC/TRANSEC/SINCGARS capabilites); operator and maintenance manuals; and radio warranty coverage. All components are manufactured by Harris Corporation and reference Harris radio model numbers; the anticipated period of performance is three years; requirements will be definitized as they develop through the issuance of delivery orders; delivery requirements include various CONUS NSW and NSW-related sites. This acquisition will provide necessary, secure tactical communication links (e.g. COMSEC/TRANSEC/SINCGARS) to support multiple-mission manpack radio sets already fielded, expand the number of fielded radios; and maintain interoperability in support of NSW programs. As such, the Government intends to negotiate this acquisition on a sole source basis with Harris Corporation, RF Communications Group, 1680 University Avenue, Rochester, New York 14610-9983, under the authority of FAR 6.302-1 (only one responsible source and no other supplies will satisfy agency requirements). Harris Corporation holds proprietary technical data critical to the upgrade and interoperability requirements of the AN/PRC-117 series radios under this acquisition.
