FAX: (401) 841-4820 This synopsis amends Synopsis published on
10/26/95. The Naval Undersea Warfare Center intends to procure on a
Firm Fixed Price Basis one 10-ton Azimuth Positioner and three (3)
controllers. This synopsis revises the requirement and disolves the
100% Small Business Set Aside. The solicitation will be issued on a
Full and Open competitive basis. The positioner shall provide single
axis positioning at variable speeds and loads suspended in water
underneath the positioner at depths up to 500 ft. The positioner shall
be remotely controlled and shall be rugged and operate in an exterior
open environment. The positioner shall have an internal tachometer
with output available to a remote controller. The positioner shall
interface with and be 100% compatible with the controller. The salient
characteristics (minimum requirements) of the positioner are: Position
Accuracy, +/ - 0.03 degrees or better; Total Bending Movement: 20,000
ft-lbs or greater; Total Vertical Load, 20,000 lbs or greater; Drive
Motor, 3/ 4 HP or greater; Delivered Torque, 1000 ft-lbs or greater;
Withstand Torque; 1800 ft-lbs or greater; Full Load Operating Speed,
1.0 RPM minimum; Drive Gear Backlash; .15 degrees maximum; center
access hole minimum 3 inches; Base Outside Diameter not to exceed 30
inches; Height not to exceed 20 inches; weight not to exceed 400 lbs;
Operating temperature -30 degrees C to +50 degrees C. The controllers
shall interface and be 100% compatible to the positioner and provide
single axis position control and display in angular or linear units.
The controllers shall be capable of interfacing with Scientific Atlanta
positioner Model 51230. The control of the device shall be via the
front panel, in manual mode, or by a computer through a GPIB interface
(EEE-488). The controller shall display or allow selection of the
display and output range, operation with 1:1 and 36:1 synchros, adjust
offset angle for display and output, control the position speed and
direction of motion and set two ranges of speed; high and low. The
salient characteristics of the controllers shall be: PositionAccuracy,
+/- 0.5%; Position Resolution, .01 degree; Front Panel Displays, LED
display, seven segment, indicating position indicators showing rotation
limits; Range Selection, 000.0 to 359.9 degrees or -179.00 to +180.00
degrees; Synchro Excitation, 60 Hz; IEEE Interface, ANSI/EEE-488
Standard (488-1976); Motor Drive Characteristics: Armature Supply,
120VDC, 7.9 amps minimum, Front panel manual control or programmable
via IEEE-488 interface; Speed Control Range: High Speed setting 0-100%,
Low speed setting 0-10% (without Tach feedback), Low speed setting 0-1%
with (Tach feedback); Speed regulation: 0.2% of set speed with Tach
feedback, 3.0% of set speed without Tach feedback; Power 115V, 60Hz to
mainframe, Operating Temperature, 0 degree C to +50 deg. C. Controller
must fit on standard 19 inch rack mount. This requirement is revised
and the 100% Small Business Set Aside is dissolved. The solicitation
will be issued on an Unrestricted basis. Requests for this solicitation
must be in writing; verbal requests will not be honored. Previous
