69 -- TRAINING AID/DEVICE TO SERVE AS A PORTABLE POC Sandye Osborn, Contracting Officer, 817-885-6143 Concerns having the ability to furnish the sdd are requested to give written notification within 30 days from the date of this synopsis. The General Services administration intends to obtain a portable sdd from the manufacturer and only known source. The sdd will be used to demonstratevestibular illusion that can occur during Flight. The sdd will help to convincevisual Flight rules (vfr) rated pilots to not fly in instrument Flight rulesifr) type conditions until they have the appropriate rating. Additionally, the sdd will give the vfr pilot some valuable experience and advice (undercontrolled conditions) in the Even they find themselves flying under ifrconditions. See Note 22. This is not a formal Solicitation. However, concerns that respond should furnish detailed data concerning their their capability to meet the Government'S requiement.
