USATEC purposes to negotiate a non-competitive firm-fixed-price contract for the production of eight (8) Digital Topographic Support System/Quick Response Multicolor (DTSS/QRMP) Systems (20 foot shelter version) with the Lockheed Martin Corporation (LMC), 1301 Virginia Drive, Suite 405, Fort Washington, PA 19034. The period of performance will be approximately 24 months. LMC is developing the drawings under an existing contract and is the only contractor capable of completing the program requirements to produce the systems. The technical data package is incomplete and unobtainable. Per the authority of 10 U.S.C. 2304 (c)(1), this acquisition is limited to LMC based on the ``Only one responsible source'' exemption to full and open competition as set forth under FAR 6.302-1.
