services to performed under this contract will provide multi-discipline
services to support Directorate of Public works U. S. Army Garrison,
Fort A. P. Hill Bowling Green, VA. Work will consist of performing
technical investigations, studies, reports, and designs related to
maintenance, repair, and construction of facilities on a U. S.
Government installation. A firm fixed price Indefinite Delivery- Type
Contract will be negotiated and awarded. Contract will be for a base
period of one year and an option period of one year. The annual ceiling
for the base year and the option year is $750,000. Individual delivery
orders will not exceed $150,000. The contract is anticipated to be
awarded in April 1996. Subcontracting Plan Requirements: If the
selected firms are large business concern, a subcontracting plan will
be required, on that part of the work it intends to subcontract,
consistent with Section 806(b) of PL 100-180, PL 95- 507, and 99-661.
A minimum of 25% of the total planned subcontracting dollars shall be
placed with small business concerns (SB), and 8% be placed with small
disadvantaged businesses (SDB), including Historically Black Colleges
and Universities or Minority Institutions, and 5% with Women-Owned
Business (WOB). This plan is not required with this submittal. 2.
PROJECT INFORMATION: The work may involve design for cleanup, removal,
and/or abatement of hazardous materials, including but not limited to
asbestos and lead paint. The selected firm shall be able to evaluate
existing conditions and provide on-site assistance to develop solutions
to maintenance, repair, and construction requirements studies. Related
services such as furnishing drawings, specifications, and cost
estimates will also be required. The anticipated award date is on or
about April 1996. 3. SELECTION CRITERIA: See Numbered Note 24 for
general AE selection process. Qualified small firms are encouraged to
participate as prime contracts or as members of a join venture with
other small businesses. Selection of he AE firms for this project will
be based on evaluation of the following significant factors in the
priority listed (the word ''Firm'' in this announcement includes joint
ventures, sub-contractors and/or key consultants/associates): (1)
Capacity of the firms to accomplish the work; disciplines required are
architectural, civil, electrical, and mechanical engineers; minimum of
two each of the disciplines are required; (2) Proposed management plan
and organizational chart of the project team to be utilized; the plan
must show the working relationship of all key personnel, by
discipline, and name a responsible individual for each; (3)
Professional qualifications of the firm's staff and consultants to be
assigned a project Persons having authority on technical documents
(reports, design drawings, studies, etc.), shall be engineers who have
obtained professional engineering registration. 4. SUBMISSION

Interested firms having the capabilities to perform this work must
submit one (1) cop of SF 255. A SF 255 must be submitted for prime and
joint ventures. A SF 254 must be submitted for prime, joint ventures
and consultant(s). The SF 255 and SF 254 shall clearly indicate the
staffing of the office(s) indicated to do the work. Responses to this
announcement received within 30 calendar days from the date of this
issue will be considered for selection. Should the due date fall on a
weekend or holiday, the SF 255s and SF 254s will be due on the first
