A-E services are required for an engineering study of the Browning landfill (disposal and collection) located on the Blackfeet Indian Reservation, Browning, Montana. The engineering study shall identify the action needed in order to comply with Subtitle D of the Resource Conservation Recovery Act (RCRA) of 1976 and develop a 30-year plan for solid waste disposal. The following options will be evaluated and detailed cost breakdowns shall be provided for each option including: capital cost for any new construction; costs to operate and maintain the facility; costs to close the existing landfill in compliance with Subtitle D; costs associated with post closure activities and responsibilities; and the benefits of utilizing a liner and leachate collection system. The study will explore various collection methods and the benefits of implementing a recycling program. Reports of previous studies are available. This acquisition is set-aside to 100% Small Business concerns. The Standard Industrial Classification Code for this acquisition is 8711, Engineering Services. The contractor's annual receipts for the last three (3) preceding years shall not exceed $2.5 million. Each firm shall be evaluated on the following criteria: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and familiarity of current regulations and evidence of similar completed jobs; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and (5) Location in the general geographical area of the project and knowledge of the locality of the project.
