INDEFINITE DELIVERY CONTRACT FOR THE MAINE AIR NATIONAL GUARD AT BANGOR
INTERNATIONAL AIRPORT (ANG), BANGOR, MAINE DUE 011996. POC Stephen E.

04333-0032. (207) 626-4354. An indefinite delivery contract is
contemplated to be awarded by the United States Property & Fiscal
Office (USPFO) for Maine for qualified A-E or consultant engineering
firm to perform Title I, Type A, Investigative; Type B, Design
Services; and Type II, Type C, Construction Inspection Services, or any
combination thereof, for a multi-disciplinary indefinite delivery
contract, for various projects at Bangor International Airport (ANG),
Bangor, Maine and South Portland ANG Station, South Portland, Maine.
The indefinite delivery contract will have a maximum monetary limit of
$750,000. No single delivery order (project) included in this contract
shall exceed $150,000. The duration of this contract shall be for a
period of one year from the date of initial contract award, estimated
to be on or about March 22, 1996. The Government may extend the term of
this contract for one additional year IAW FAR clause 52.217-09, by
written notice to the A-E within the time specified in the contract.
Each individual delivery order will be issued and negotiated for each
project requiring design and construction inspection services (Type A,
B and C Services). Type A services shall include providing
investigations, surveys, topos, spatial planning, concept drawings, and
cost estimates. Type B services shall include design calculations,
design analysis, cost estimates, life cycle cost analysis, construction
documents, and technical specifications of suitable quality and
completeness for bidding by contractors. Type C services shall include
design consultation during construction, submittal management,
inspection, progress review, and as-built drawings. Each delivery order
is different and will require a unique mixture of engineering
disciplines. Selection of the A-E is not based upon the competitive
bidding procedure, but rather upon the professional qualifications
necessary for the satisfactory performance of the service required,
subject to the following additional evaluation criteria. Significant
evaluation factors for the A-E selection are listed in order of
importance: 1) Professional Qualifications in the following
disciplines: 1a. Architect; 1b. Mechanical Engineer; 1c. Electrical
Engineer; 1d. Civil Engineer; 1e. Environmental Engineer; 1f.
Construction Management; 2. Specialized Experience & Technical
Competence; 3. Capacity to Accomplish Work in the Required Time; 4.
Past Performance, 5. Location, firm should be located within 150 miles
of Bangor, Maine; 6. Volume of Work Previously Awarded by DoD; 7.
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
Prospective A-E firms must include a cover letter which addresses
Evaluation Criteria numbers 6 and 7. This letter must show the volume
of work awarded to the firm by the Department of Defense during the
period of January 1, 1995 through December 31, 1995. The cover letter
must also include a written narrative to show the firm's success with
Evaluation Criteria number 7. Architect-Engineer firms meeting the
requirements described in this announcement and desiring consideration,
