D -- ANNOUNCE MERGER OF THE TECHNICAL AND MANAGEMENT SUPPORT (TMS) REQUIREMENT AND THE TELECOMMUNICATIONS SUPPORT CONTRACT TWO (TSC 2) REQUIREMENT UNDER THE FEDERAL TELECOMMUNICATIONS SERVICE SOL KEF-TB-96-000B (draft) and KEL-DL-94-0001. Effective October 1, 1995 the General Services Administration (GSA) announced changes in its organization that merged the Office of FTS2000 and Local Telecommunications, the Center for FTS2000 Acquisitions, the Center for Post-FTS2000 Acquisitions, the Center for Local Telecommunications Acquisitions, the Telecommunications Ordering and Pricing Project Team, and the Federal Information Relay Service under the Federal Telecommunications Service (FTS). The FTS is guided by the Interagency Management Council's document entitled, Post-FTS2000 Program Strategy, dated December, 1994. This FTS Program Strategy states in part that the federal government should approach telecommunications through one overall, well integrated and coordinated program. As a result, the FTS program represents broader and more comprehensive approach to federal telecommunications than the current FTS2000 contracts. Any contracts awarded to replace expiring FTS2000 contracts must be viewed in context with other complementary government telecommunications contracts and activities, including those now in place and others that will be competed and awarded in the future. Each of these contracts and activities represents an important part of the government's overall strategy for the provision of telecommunications services to users. Accordingly, GSA intends to proceed with the award of the Telecommunications Support Contract Two (TSC 2) under Request for Proposal (RFP) KEL-DL-94-0001 for telecommunications support services to the federal community and other authorized users as part of the FTS. In addition, the GSA intends to award additional telecommunications support contract(s), such as the Technical and Management Support (TMS), as discussed in the FTS Program Strategy. Due to the evolving nature of the FTS Program, there may be overlaps in requirements and contract vehicles, such as the acquisition strategies discussed above. It is the government's intention to provide choice and flexible support to users of this Program. (353)
