Peterson, Ph:(202)267-2525 The U.S. Coast Guard has a requirement for Thermographic Inspections of twenty-four U.S.C.G operated LORAN-C transmitting stations located at the following sites: Attu Island, Alaska; Kodiak Island, Alaska; Port Clarence, Alaska; Saint Paul Island, Alaska; Shoal Cove, Alaska; Tok, Alaska; Fallon, Nevada; Searchlight, Nevada; Jupiter, Florida; Malone, Florida; Dana, Indiana; George, Washington; Middletown, California; Baudette, Minnesota; Boise City, Oklahoma; Caribou, Maine; Carolina Beach, North Carolina; Gillette, Wyoming; Grangeville, Louisiana; Havre, Montana; Las Cruces, New Mexico; Nantucket, Massachusetts; Raymondville, Texas; and Seneca, New York. The purpose of this requirement is to identify potential problem areas which could negatively effect Loran-C signal transmission. This effort involves travel to each station and the inspection of the DC power, AC power, Transmitting Antenna, High Power Transmitter, Control and Timing, and Environmental Control systems. The contractor will provide all personnel, equipment, and transportation needed for the Thermographic Inspection required at each site. Antenna inspections will be conducted from the ground only. The AC Engine Generator Sets,the AC Power and DC Power Distribution Systems, and the Control and Timing System shall be inspected during normal load operation. The Solid State Transmitter components shall be inspected during normal load operation while the Tube Transmitting Group shall be inspected shortly after it is switched off. The Contractor will encounter varying Air Condition, Heating, and Environmental Control Systems depending upon inspection location. All Environmental Control Systems shall be inspected during normal load operation. The contractor shall submit 3 copies of a written inspection report for each LORAN-C Station to Commanding Officer (ops/loran), USCG Navigation Center, 7323 Telegraph Road, Alexandria, VA 22315-3998. The inspection report shall include a video recording of the entire inspection on standard VHS NTSC videotape, 3'' X 5'' color potos of all problem areas identified during the inspection, and 3'' X 5'' color infrared thermograms of all problem areas identified during the inspection with an arrow identifying each problem in the thermogram. The Coast Guard anticipates award of a Fixed Price Contract with one base year and four option years based on full and open competition. It is anticipated that the solicitation will be issued on or about January 5, 1996.
