COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 21,1995 PSA#1495Commander, MARCORSYSCOM, Code CTQ, 2033 Barnett Ave, Suite 315,
Quantico, VA 22134- J -- CONTRACTOR LOGISTICS SUPPORT (CLS) SOL M67854-96-R-2019 DUE
012596 POC Mr. Jeff Campbell, FAX (703) 784-5826. The following
modification replaces the CBD announcement regarding Contractor
Logistics Support (CLS), which was dated September 29, 1995. The Marine
Corps Systems Command intends to issue a competitive solicitation for
the following service: Contractor Logistics Support (CLS) for the
support and maintenance of currently and soon to be fielded weapons
training simulators, specifically the Indoor Simulated Marksmanship
Trainer (ISMT) and the Infantry Squad Trainer (IST). CLS will support
not less than 190 ISMTs initially and potentially an additional 42
ISTs. Future fielding could bring the total of ISMTs to over 400 and
ISTs to over 200 for the Marine Corps, the Army National Guard Bureau
and other services. Systems will be fielded to at least 200 locations
within the continental U.S. (CONUS) and at least 12 locations outside
CONUS (OCONUS). The ISMT/IST is a weapons simulator that provides
enhanced marksmanship training and weapons handling proficiency for a
wide range of infantry weapons. The system uses actual weapons that
meet form, fit and function requirements while modified to fire
eye-safe lasers, installed internal to the weapon, at interactive video
scenarios generated from a computer-based system. Weapons presently
included with the ISMT/IST include: M-16A1 rifle, M-9 pistol, M-249
SAW, M-240G machine gun, M-2 heavy machine gun, M-203 grenade launcher,
AT-4 anti-armor weapon, MK-153 SMAW, MK-19 40mm machine gun, MP-5
sub-machine gun and service shot gun. Future weapons may include: 60mm,
81mm, 120mm and 4.2 inch mortars, UZI, and .357 revolver. The firing,
effects and feedback of all weapons is system controlled. The
contractor shall have full expertise and understanding of: actual
military weapons ordnance repair for the weapons listed above, repair
of pneumatics, electronics, sensors and lasers used for weapons
simulation, repair of personal and micro-computers, system audio visual
components such as laser disc players, large screen projectors and
audio speakers, and computer generated technology. CLS shall provide
three prime tasks: a centralized depot that will maintain and account
for the Government provided spares and provide a 24 hour toll-free
comunications service for diagnostic and technical assistance to the
user, repair of repairables and shipment for all faulty components,
on-call engineering support. The concept of support requires that the
contractor shall ship a depot spare to the user once a fault has been
confirmed. Upon receipt of the spare, the user will return the faulty
item to the contractor who shall repair the item and return it to the
stock of spares. The contemplated contract type is either firm fixed
price or a cost type time and materials. Interested offerors are
encouraged to request a draft solicitation for industry review and
comment. Requests should be submitted by 25 JAN 96 to the following
address: Commander, ATTN CTQ-3JC, MARCORSYSCOM, 2033 Barnett Avenue,
Suite 315, Quantico, VA 22134-5010. If vendors are interested in
obtaining a copy of the contract maintenance data, vendors will be
required to sign a Government Purposes License Rights agreement and
provide a $500.00 refundable deposit payable to the U.S. Treasury.
