R -- SUPPORT FOR ENGINEERING SERVICES TO FERC, OPR FOR PRE-CERTIFICATE REVIEWS OF CRYOGENIC DESIGN AND OPERATIONAL RELIABILITY OF LNG FACILITIES. POC Charlotte Greenwell, 202/219-1156 The FERC plans to negotiate on a noncompetitive basis with Cryogenic Engineering (CE), 500 Mohawk Drive, Suite 308, Boulder, CO 80303. As required by Section 303 of the Natural Gas Policy Act (NGPA), system reliability must be assured to meet natural gas requirements for high priority uses during a supply emergency requiring the allocation of natural gas supplies. Pertaining to such requirements, CE will conduct updates to the pre-certificate reviews of two LNG facilities, (1) EcoElectricia import facility; (2) Granite State peakshaving plant; and will conduct a pre-certificate review of the Pine Needle peakshaving plant. The EcoElectrica and the Granite State LNG projects were initially reviewed by CE in FY 1995; however the designs of both plants have changed substantially since the reviews to warrant updates of the Cryogenic Design and Review manuals prepared for these two projects for inclusion in the Final Environmental Impact Statements for these two projects. The review for the Pine Needle LNG facility was not originally anticipated under the current contract. These reviews will include reviewing detailed piping and instrumentation diagrams; LNG storage tank manuals and construction drawings; detailed layouts for fire protection, hazard detection, LNG spill containment, fuel gas systems; specifications for ;major process equipment; all applicable codes and standards; and marine terminal (EcoElectricia only). CE will prepare all new manuals for each facility, setting forth the recommendations and conclusions of the detailed design review. The current period of performance is from October 1, 1993 through September 30, 1996, with 2 one-year options. The current contract is a firm fixed price. See note 22.
