(703)604-6100 Naval Air Systems Command (NAVAIR) intends to award a
firm-fixed price contract on behalf of the Spanish Air Force (SAF) for
maintenance and technical services. The anticipated effort will
support the SAF Radome Antenna Test System (RATS) which is used by the
SAF to test the F-1 Antenna and the EF-18 Radome, located in Albacete,
Spain. The anticipated effort will include one year of maintenance
support, including all engineering and logistics support and repair
services. NAVAIR intends to negotiate this procurement on a sole-source
basis with Scientific-Atlanta (S-A), 3845 Pleasantdale Rd., Atlanta,
GA, 30340-4266 the designer, developer, and sole manufacturer of the
RATS device. S-A is the only known firm possessing the techical
knowledge, expertise, and detailed familiarity with the design and
modifications of the RATS device which is required to provide the
requiring activity with timely development and integration of the
