and contract for miscellaneous sizes and colors of Colored Elastomeric
Films to be utilized in dayboard manufacture. For items one through
nine (1-9) only products listed or eligible for listing, meeting the
requirements of Qualified Product List (QPL) 473 will be solicited or
considered for award. For items nine through twelve (9-12) although not
QPL items must be completely compatible with QPL items when used
concurrently. It will be the sole responsibility of the firm providing
the quotation to provide evidence of the required qualification (or
compatibility for items 9-12) at the time they submit their price
quotation. Items being procured include: (1) USCG Red 15# HDPE
(710628148) 18'' x 50 yds, 3 rolls; (2) 24'' x 50 yds, 5 rolls; (3)
36'' x 50 yds, 17 rolls; (4) 48'' x 50 yds, 6 rolls. (5) USCG Green 15#
HDPE (71068148) 18'' x 50 yds, 3 rolls. (9) White Elasrometric Heat
Activated, 18'' x 50 yds, 2 rolls; (10) 24'' x 50 yds, 3 rolls; (11)
36'' x 50 yds, 12 rolls; (12) 48'' x 50 yds, 1 roll. All items will be
required within 30 days after receipt of order with the delivery
location being Ketchikan, Alaska. The RFQ will be issued fifteen
calendar days after the date of publication of this notice with award
anticipated not later than 09 Feb 1996. This procurement is open for
competition with both Large and Small Businesses. The SIC code is 3081
and the small business size standard is 500 employees. All responsible
sources may submit a bid which shall be considered by the agency. When
calling, be prepared to state the solicitation number. SPECIAL NOTE:
FOR MINORITY, WOMEN AND DISADVANTAGED BUSINESS ENTERPRISES: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
