A -- COMPETITIVE ENGINEERING MANUFACTURING AND DEVELOPMENT (EMD) OF FOLLOW-ON TO TOW (FOTT) MISSILE SYSTEM DUE 043096 POC Felicia Jones, Contract Specialist, AMSMI-AC-CBT, 205-842-7140, James D. The Government will provide various test range opportunities for industry to test risk mitigation efforts associated with the Draft Follow-on to TOW (FOTT), Performance Specification (Revision 2). Test range support is currently planned at the Redstone Arsenal test facility, Redstone Arsenal, AL and/or Eglin Air Force Base test facility, Florida. Participation in the range tests is not a requirement for contractors planning to submit proposals for the FOTT EMD program. However, Contractor and Government collected data during the tests may be used to support future FOTT source selection activity. Contractors shall provide all Contractor collected data associated with any and all risk reduction tests supported by the government. The government currently plans to release the FOTT EMD RFP No Earlier Than (NET) 1st Quarter FY 97 with responses from industry required by 2nd Quarter FY 97. The focus of the FOTT missile system range tests is specifically for system development approaches for FOTT and not missile technology in general. Participation is restricted to potential system capable U.S. prime contractors, but is not limited to prior AMS-H/FOTT RFI participants. Subcontractors may participate, but only through prime contractors. Participants shall test their risk reduction efforts and capabilities in a minimum of three (3) of the following technical areas: warhead, seeker, propulsion, platform applique kit integration, and FOTT missile flight test. The FOTT missile system range tests are tentatively scheduled to begin Oct 96 and close Aug 97. Execution time for planning purposes is a five (5) day work week of eight (8) hours per day. The government currently has three range times planned. In the event of conflict, schedules will be determined by lottery. If more than three responses are received, the Government will re-evaluate the current range test plans. The FOTT Test Range Support Document for contractor's review is located in the Redstone Scientific Information Center (RSIC), Reading Room, Building 484, Redstone Arsenal, AL 35898. This document identifies the necessary information that must be submitted by potential participants to the Government no later than 30 APRIL 1996. Contractors shall submit a detailed test plan, an explanation of how their tests are directly related to the draft FOTT performance specification, and a letter indicating their intent to respond with a proposal to the FOTT EMD RFP. Due to planning and scheduling constraints, Government test range support will not be made available if required information is not provided by 30 April 1996. To visit the Reading Room, contractors must submit a visit request providing the necessary information to verify the company's/individual's security clearance request to Ms. Felicia Jones, FAX 205-842-7146. Upon approval by the government appointments can be scheduled with RSIC by calling Ms. Gwen Wallace at 205-842-8444. Response to this announcement is on a voluntary basis and failure to respond will not preclude participation in any future acquisitions. The government does not intend to pay for any direct Contractor costs associated with visits to the reading room and/or participation in any risk reduction tests. Because the FOTT missile system contains classified data, appropriate security measures will be in full force and effect at all times. In addition to the FOTT Test Range Support Document, other FOTT related documents in the reading room have been added or revised. The FOTT performance specification is one of the revised documents and will require a current AMSMI-SI-FO Form 1, secret facility clearance and cage code to obtain classified portions of the specification. The FOTT reading room contains both classified and unclassified information whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. sec 2751 et seq) or the Export Administration Act (Title 50, U.S.C. app 2401-2402). Foreign industry and or non/U.S. citizens desiring to review any of the unclassified portion of the reading room, to include the FOTT Test Range Support Document, must submit official visit requests through their respective embassy, Washinton, D.C. to HQDA, ATTN DAMI-CII.
