Daryll Nottingham, 719/554-8820. The purpose of this sources sought
announcement is to identify potential sources in the technology area of
global paging/early warning. The US Army Space Command is seeking
information regarding a global paging capability that can send/receive
missile warning as alpha numeric text messages (data) . It is desired
that the pager receiver device have the capability to receive and
integrate navigation information (GPS preferred) and recognize coded
missile warning messages to compare message data, current time and
current location and give an alarm if the device is located within the
affected area. Small hand held receiver devices that can ``stand
alone'' (miniaturized circuitry) are desired. Devices that can connect
to a military Y-code GPS receiver for location information can be
applied. The receiver device should be small; have a display that can
show up to 4 lines of 25 characters each, provide an audible, visual,
and silent alarm (user selectable): and the display should be
readable/operable in limited visibility. The antenna size on the
receiver device should be minimized (6-12 inch whip maximum) or
embedded into the pager device (preferred). It is also desired that the
transmitter base station/unit have the capability to interconnect with
a local area network to receive data for automatic transmission in a
broadcast form over a test area. The long term intent is to completely
remove the ``man in the loop'' from the transmission process and to
use satellites as the transmission means (although this is not required
to prove the utility of a prototype capability). If a terrestrial means
is used to prove the utility of the capability, an explanation on how
global coverage will be attained must be provided. The demonstration
location will be at the National Training Center (NTC). Submissions
should take the form of both marketing brochures and white papers (not
to exceed 20 pages in length). Submissions must include an explanation
of how the capabilities sought in the CBD can be met and associated
cost estimates. In addressing how the capabilities can be met, the
transmitter device (ground terminal/transmitter), the transmission
means (satellites, UAV's, or terrestrial means (demonstration only)),
and the receiver device (pager device) should be addressed separately.
This sources sought announcement has been generated to determine
whether this capability exists and, if so, to determine the relative
order of magnitude associated with it (in terms of technology and
cost). For the purpose of this announcement, a figure of 20 paging
units may be used. Lease of equipment for short duration's may be an
option. Prioritization of messages is a concern. As this is a sources
sought announcement, there is no RFP contemplated and there will be no
contract awarded as a result of this notice. Comments to or
