Monk, Ph: (202)267 0279 The U.S. Coast Guard (USCG), Office of Aviation
(G OAV), intends to solicit, negotiate and award a contract to Skyhook
Rescue Systems for 62 Manually Operated Personnel Emergency Recovery
Devices. The Manually Operated Personnel Recovery Devices must include
the following: a. It must be an existing or modified commercial
product that was designed for use in a helicopter for the emergency
recovery of persons from the water. b. The ERD must be able to be
manually operated by one crew member internal to the helicopter doorway
area. c. There must be no required effort of the rescuee beyond
attachment of the USCG rescue harness to the hoisting hook. d. The ERD
must weigh less than 29 pounds and be able to lift at least 600
pounds. e. The device must have at least 100' of rope which is rated at
least 10,000 pounds tensile strength. f. All mechanical parts of the
device (excluding rope) must be impervious to salt water. g. The weight
to lift ratio must be at least 20 to 1 and variable. h. The ERD must be
capable of mounting to the internal portion of the aircraft near the
door without any modifications whatsoever to the helicopters. Diagrams
of the attach point, and the floor fittings (tie down rings) will be
made available to interested parties via FAX upon request to Mr. Monk
(202) 267-0279. The quantity is required to be delivered as soon as
possible to USCG Headquarters Washington, DC. The USCG anticipates
issuing a Request for Proposal on 5 January 1995. This contractual
action is expected to be executed using ''Other than Full and Open
Competition'' as defined by FAR 6-302-1. Other firms who believe they
can furnish this equipment are invited to submit clear and convincing
data substantiating the existance of equipment that meets the entire
requirement as described in this notice. Vendors failing to demonstrate
compliance with all stated requirements will not be considered. All
responsible sources may respond to this synopsis and will be considered
by the USCG. All correspondence shal reference solicitation number
