Negotiator, 617-271-8679. The Government intends to award, on a sole
source basis for the Air Mobility Command (AMC) Command and Control
Information Processing System (C2IPS) program, a contract for on-site
software troubleshooting, node system management and maintenance at up
to 85 Air Force, Air Force Reserve and Air National Guard locations
worldwide, and at a centralized system support help desk. AMC C2IPS
provides automated information processing and communications interface
support to a variety of AMC organizations as well as USAF combat
forces. This is a concurrent task to the system development effort
awarded 12 Dec 88 to Computer Sciences Corporation, Moorestown, NJ.
Help desk personnel must have intimate knowledge of the system as
developed and established contacts with system developers. Contractor
personnel will be required to accompany deployable nodes when and where
deployed, and assistance may be required for 24-hour notice deployment
to Air Force crisis locations worldwide. The Government intends to
solicit and negotiate with Computer Science Corporation (CSC) using
other than full and open competition procedures pursuant to 10 USC
2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1.
CSC designed and developed the C2IPS system and is currently the only
source with the requisite technical knowledge and capability required
to meet the Government's requirements for system support. The
Government intends to award this action as a supplemental agreement to
contract F19628-92-D-0001 under which CSC is currently providing the
same type of support. The proposed contract action is an indefinite
delivery/indefinite quantity contract under which the Government may
order services as required during the period of Jan 1996 through Dec
1998. Nothwithstanding the above, all responsible sources may submit a
