Warfare Center, Dahlgren Division, Coastal Systems Station, Panama
City, Florida, is soliciting Nichols Research Corporation on a sole
source basis for a cost-plus-fixed-fee contract to provide
mine/minefield detection algorithm characterization in such a way that
real-time hardware evaluation can later be undertaken. This effort
will require the development of an algorithm analysis matrix which
outlines mine detection algorithms, algorithm components, and algorithm
combinations to be developed and analyzed against real-time data sets.
The metrics used to quantify an algorithm'a performance will be the
minefield probability of detection (Pd) and the minefield probability
of false alarm (Pfa). These measures will be obtained by interpolation
on surfaces correlating mine detection performance with minefield
detection performance. A measure of the execution time will be
evaluated for all algorithm combinations. An assessment of the
portability of the algorithm combinations will be required. The
performance evaluations are to be analyzed to result in execution times
required to achieve a given minefield detection performance level as
well as real-time hardware portability. Additionally, the contract will
contain an option for the generation of synthetic imagery to accurately
capture target and background statistics. - Nichols Research
Corporation is uniquely qualified for this effort having conducted an
evaluation of similar mine detection algorithms developed in the past
for the Coastal Battlefield Reconnaissance and Analysis (COBRA)
program. Also, successful completion of this effort required utlization
of the mine Detection Algorithm Research Tool (MDART) environment,
developed by Nichols Research Corporation, to ensure consistent
techniques between this effort and previous development under the COBRA
program. Considerable resources and knowledge have been developed by
Nichols Research Corporation in the areas of mine detection algorithm
development for sophisticated imaging systems and the evaluation of
such algorithms using the MDART which could not be replicated by
another acivity. This effort is largely complementary to the
investments made under the COBRA program. Nichols Research Corporation
has the unique knowledge base, the facilities, and the experienced
personnel necessary to successfully conduct the work. Note 22 FOR SOLE
