PHOTOGRAMMETRIC MAPPING SERVICES WITHIN THE CHICAGO DISTRICT, U.S. ARMY

contract for Aerial Photogrammetric Mapping Services within the Chicago
District, U.S. Army Corps of Engineers. Estimated contract award date
is June 1996. Contract will consist of individually negotiated work
orders not toexceed $150,000.00 per delivery order, with a cumulative
total not to exceed $750,000.00 during a one year period, with an
option to extend for an additional year. The Contractor is guaranteed
no less than $15,000.00 for the basic contract, and $7,500for the
option one year period. Commencement and completion of work is subject
to the requirements of individual work orders. Selection will be based
on the following criteria which are listed in order of importance. 1)
Specialized Experience andTechnical Competence in: (a) Large scale
photogrammetric mapping in accordance with the standards set in EM
1110-1-1000 (Photogrammetric Mapping Manual) to include (1)
planimetric/topographic mapping, (2) orthophoto mapping, and (3)
digital orthophotomapping. (b) Ability to conduct field surveys in
accordance with the standards set in EM 1110-1-1004 (Control Survey
Manual), EM 1110-1-1003 (NAVSTAR Global Positioning System Surveying),
EM 1110-1-1005 (Topographic Surveying), and EM 1110-1-1002(Survey
Markers and Monumentation) to include (1) control
(horizontal/vertical), (2) topographic field, and (3) property/boundary
surveys. (c) Production of digital surveying and mapping data and
digital files in Microstation Version 5.0.95 or highercompatible .DGN,
.DXF, and ASCII formats. (d) Prepare final right-of-way drawings and
legal descriptions. 2) Professional Qualifications; The firm must have
(a) a Certified Photogrammetrist, (b) an Illinois and/or Indiana
Registered ProfessionalLand Surveyor, (c) an Illinois and/or Indiana
Registered Professional Engineer on Staff, (d) qualified supervisory
office and field personnel, and (e) qualified photo lab, CADD, and
computer personnel. 3) Capacity to accomplish the work (minimum twowork
orders); The firm must have (a) an adeqate number of qualified
surveying and photogrammetric compilation personnel, including field
party chiefs, pilots, stereoplotter operators, and drifters, (b)
specialized equipment consisting of (1) aircraft,(2) aerial mapping
cameras with forward motion compensator (FMC), (3) analytical
stereoplotting instruments, (4) orthoscanner, (5) photogrammetric
processing and plotting equipment, (6) automated plotters, (7)
rectification instruments, and (8) surveyequipment necessary to
accomplish third order of better accuracy surveys. 4) Past Performance:
(a) Past performance on contracts with Government agencies and private
industry regarding cost control, quality of work and compliance with
performanceschedules. 5) Knowledge of Locality: Firms with a good
general knowledge of the locality and of the projects in Illinois and
