Livermore National Laboratory (LLNL), seeks sources that qualify as a
small business for environmental well drilling services. The small
business size standard applicable to the proposed acquisition is 500
employees. The selected Subcontractor shall provide well drilling
services to assist LLNL in environmental restoration of its two
CERCLA/SARA sites, the Livermore Site and Site 300. Under LLNL
direction, the selected subcontractor shall assist LLNL in its
hydrogeologic investigations to determine the hydrogeologic
characteristics affecting the water-bearing and vadose zones and to
determine the fate and transport of the environmental contaminants. The
selected Subcontractor shall provide personnel, equipment and material
to drill various rotary (air, mud, and/or water mist) and hollow stem
auger boreholes for sampling and coring of sediment and rocks. This
includes the completion and development of piezometers, single and
multi-level and/or multi-screened monitor wells and
extraction/injection wells. Installation of downhole systems to include
packers, pumps and pumping systems, pressure transducers, and sampling
systems in the wells may also be required. Geologic materials to be
drilled are unconsolidated or consolidated gravel, sand, silt, clay,
sandstones, siltstones, mudstones, and conglomerates. Depths of
boreholes and wells will range up to 500 feet. Unstable hole
conditions, such as flowing sands, slow and difficult drilling
conditions due to hard rock units, and unpredictable ground water
pressure have been encountered in previous drilling efforts at the
sites. The selected Subcontractor shall be capable of supplying the
following drill rigs and personnel: Four TH60/RO300 or equivalent
drilling rigs equipped for all conventional drilling methods to include
air, mud, and/or water mist rotary and wireline coring for depths up to
500 feet. An additional capability to utilize hollow-stem augering must
be available with the TH60 rigs. Each rig must have 500 feet of HQ/94
mm rod; the TH60 must also have 100 feet of auger flights. Four CME-750
or Failing F-10 or equivalent auger drilling rigs are required for
depths of 200 fee or less. Each drill rig shall be supported by an
independent grout plant, a mobile tanker, and a 1,000 gallon water
tank. Eight lead drillers, each with 5 years of documented drilling
experience, with 2 years as a lead driller or equivalent are required.
The selected subcontractor shall also maintain a fully equipped office
capable of supplying drill rig service and supplies. Response time from
this office to the drilling site must be within twenty-four hours.
Interested firms should respond with a description of qualifications
with respect to the foregoing. Responses are requested only from firms
qualifying as a small business with respect to the small business
standard specified. Firms responding to this announcement which fail to
provide the required information will not be considered further. Those
firms deemed to be potentially qualified by the University will
receive information regarding additional minimum qualifications.
