as-needed basis, for Government-owned, Pratt & Whitney, PT6A-21
engines, for one Beechcraft model C-90 aircraft, home-based in Kansas
City, Missouri. These services include, but are not limited to the
following: 1) Engine disassembly, cleaning, inspection, reassembly and
testing to serviceable airworthy condition; 2) Engine overhaul,
repair, and/or rework engine parts, assemblies, accessories and QEC
components; 3) Rental of engine assembly; 4) Repair and/or modify
engine QEC assemblies; 5) Test cell, fuel and lubricants to test each
QEC assembly, after Item 4 work; 6) Replacement parts: ''used''
serviceable, zero-time-since-overhaul; 7) Replacement parts ''new''; 8)
Replacement parts other than those identified in Items 6 and 7; 9)
Out-of-plant processing; 10) Additional and other types of labor; and
11) Field services. Mandatory qualification critieria are that the
contractor shall hold a valid, current certificate in at lease one of
the following: 1) Federal Aviation Administration, Repair Station
Certificate issued under Part 145 of the Federal Aviation Regulations
(FAR); 2) Operating Certificate issued under Part 121 of FAR; or 3)
Manufacturer of serviced items and provided a maintenance record
prepared in accordance with Part 43 of FAR, and the contractor shall
have an existing quality control system which conforms to FAR Part 145,
Subpart B, Sections 145.45 and 145.59. The anticipated contract will be
indefinite-delivery, indefinite quantity, for Base Year Period, March
28, 1996 through September 30, 1996, and one Option Year period,
October 1, 1996 through September 30, 1996. Estimated total contract
price is between $100,000 and $150,000. This procurement is open to
both large and small businesses. All responsible sources may submit an

Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at aany tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to surety against losses. Loans are also available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
