18 -- INFORMATION SYSTEMS ANALYSIS AND INTEGRATION TEAM CONTRACT FOR THE SPACE STATION PROGRAM OFFICE SOL 15-OG3-04-06-13P DUE 013196 POC Contract Specialist: Kelly L. Blum, (713) 483-3385 The NASA/Space Station Program Office,located at the Johnson Space Center,Houston, TX, has a 5 year completion form require ment for Information Systems to the International Space Station Analysis and Integration Team (ISS/ISAC), beginning approximately June 1, 1996. The ISS/ISAC charter is to develop and sustain an electronic Information System to provide users with access to Program technical management data. The mission of the ISS/ISAC is to complete and sustain components of the ISS electronic Information System. The effort is comprised of databases, applications, and system components. These components are being implemented as independent elements so that additions or modifications to one will not result in unexpected impacts to another. Additionally, the components will be sustained as an integrated system during completion such that a fully operational information system is maintained at all times. The ISS/ISAC will be accessible to all Program participants consistent with access security privileges. It will support electronic transfer of data products from Prime, Product Groups, International Partners, and manufacturers of Government Furnished computer systems to the ISS/ISAC. This acquistion will be competed as a Small Business Set-Aside and will include a Small Disadvantaged Business (SDB) Goal. A draft Statement of Work (SOW) will be appended to this synopsis on or about 12/22/95. After review of the draft SOW, your comments may be submitted no later than 1/5/96 via Internet or in writing to Leon Blum. All interested SDB's are requested to identify themselves via Internet to Leon Blum, at the address shown above, and state what portion of the SOW can be performed by their company. The Standard Industrial Classification (SIC) Code is 8731. The Government contemplates that the contract type will be Cost-plus Award Fee. The selected contractor will be housed on-site at the Johnson Space Center. Technial documents pertaining to this solication will be made available on or about 12/22/95, at the JSC Scientific and Technical Information Center (STIC), located on-site at JSC, building 45. All responsible sources that meet the Small Business Set-Aside criteria may submit an offer which shall be considered by the agency. An ombudsman has been appointed to hear concerns from offers and potential offerors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the ajudication of formal contract disputes.
