02-31, 703-602-0694. Synopsis No. 18. This is a reissuance of SPAWAR
Synopsis No. 4, which was originally published on 03 November 1995. The
Space and Naval Warfare Systems Command (SPAWAR) intends to solicit for
award of a Cost-Plus-Fixed-Fee (CPFF) contract to provide for
technology, analytical engineering, program management, and
administrative (non-personal) services in support of the Command,
Control, Communications, Computer and Intelligence (C4I) Systems
Program Directorate (PD70). As this Command will comence its move to
San Diego, CA, during the Summer of 1996, to be completed not later
than 30 September 1997, the majority of this effort will be required to
support SPAWAR at its new location in San Diego. SPAWAR is in search of
capable firms with an established presence in the San Diego area, who
can also provide interim support in Arlington, VA, during the
transition to San Diego. In order to assess whether this intended
procurement lends itself to be set aside for Small Business (SB), Small
Disadvantaged Business (SDB), or under the auspices of section 8(a) of
the Small Business Act, qualification packages from potential small
business offerors are sought for the effort addressed below. The C4I
Directorate has the responsibility for planning and managing system
development, acquisition, fleet introduction, modernization, and
complete life cycle support for a wide variety of programs that include
1) hardware and software systems, that measure, transmit, distribute,
process, evaluate, and display environmental data, 2) satellite
navigation systems, 3) worldwide area surveillance systems, including
consolidated and Navy tactical cryptological programs, 4) ship and
shore, submarine, and satellite communications systems, and 5) tactical
or nontactical information management systems. This effort will support
all PD70 programs. There is, however, a particular interest for
establishing experience and capabilities for technical support services
in two areas: Navy Command and Control Systems (NCCS), which include
programs such as OSS, TSC, NTCS-A, and ENWGS and Naval Electronic
Combat Surveillance Systems, which include programs such as BGPHES and
Combat DF. Proposed efforts for support of all PD70 programs are
categrized as follows: 1) mission analyses/technical requirements
assessment, and analyses planning for designated activities, 2)
technology investigations, 3) performance/cost trade-off analyses, 4)
implementation planning/critical path analyses 5) technical/program
management support and analyses, 6) system requirements, test, and
training definition, and 7) logistic support concept development. The
Standard Industrial Classification (SIC) Code for this intended
procurement is 8711. The total effort required is expected to be a
maximum of 102 staff-years per year for a five year (1 firm, 4 option)
period beginning in FY 1996. Interested parties should submit a
qualifications package detailing their proven experience in categories
1) through 7) relating to the full range of PD70 programs with
particular emphasis in the two areas noted above. Address all relevant
experience as either a prime or a subcontractor. Some space should be
devoted to listing corporate experience in matrix form to include: the
prime contract number under which work was performed, the sponsoring
organization and Contracting Officer and COR's names/telephone numbers,
the period of performance and total dollar value and staff-hours of the
prime or subcontract under which experience is claimed, and a brief
description of work performed. Information must be provided for key
company personnel, listing their experience and qualifications in Navy
C4I, education, and related experience. Personnel must be full-time
employees and have a reasonable expectation of being available for
full-time work at or near the San Diego site. Interested parties must
possess or be able to obtain a SECRET clearance with 30 days after
contract award. Clear identification of company status must be provided
(SB, SDB, and/or 8(a)). This is not a request for proposals, nor does
the Government intend to pay for any information solicited. Proprietary
information submitted in response to this synopsis will be protected
when so designated. Acknowledgment of receipt will not be made nor will
telephone inquiries be honored. Responses to this synopsis must be
received no later than 12 January 1996 and should not exceed 20 pages.
