Broadwell, Phone (703)604-0903 The Government plans to electronically release a draft solicitation, under full and open competition in early Jan 96 for the Tactical Unmanned Aerial Vehicle Advanced Concept Technology Demonstration. Draft solicitations will be transmitted electronically using the Electronic Bulletin Board addressed later in this announcement. The formal RFP will be electronically released on or about 24 Jan 96 with proposals due on or about 11 Mar 96. No solicitations will be mailed. A Pre-Solicitation Conference will be held at a time and location to be announced upon release of the draft RFP. The draft solicitation may also be picked-up at Naval Air Systems Command, 1213 Jefferson Davis Highway, Arlington, VA, Crystal Gateway FOUR, Room 412, from 0900 to 1700 on 10 Jan 96 (24 Jan 96 for the formal RFP; or such other time if requested in writing, fax authorized). The anticipated contract type is Cost-Plus-Incentive/Award-Fee (CPIF/AF). For planning purposes, the following information is provided prior to release of the draft RFP. The objective of the Tactical UAV ACTD is to provide a single Tactical Unmanned Aerial Vehicle (TUAV) system at a maximum projected cost of $350,000 for the 33rd air vehicle and sensor. The TUAV selected for award should also have a maximum projected cost of $300,000 for the 100th air vehicle and sensor. It is desired that the TUAV come as close as possible to meeting the basic performance requirements listed in JROCM 150-95 (Specifically: Range, 200KM; On Station Endurance, 3 hours (4 hours desired); Target Location Error, best possible using state of the art GPS - not to exceed 100M; Launch and Recovery, unprepared surfaces/large deck amphibious ships; Payload, EO/IR; System Deployability, one C-130 for one TUAV system with 4 air vehicles and ground equipment; and System Mobility, 2 HMMWV's with trailer). In addition, the basic system requirements will also include Electromagnetic Interference (EMI) shielding, corrosion inhibition, and meet the standards described in the Joint Integration Interface (JII) documents. To the extent offerors do not provide automatic takeoff and landing and a heavy fuel engine, offerors will propose cost type ptions for development and integration of those capabilities into the basic TUAV; quantities shall be at least for two air vehicles for development and integration. Common Data Link and Synthetic Aperture Radar options are also desired but not mandatory. The effort includes the engineering, fabrication, integration, test, and support for the TUAV system. A total of six TUAV systems, two Mobile Maintenance Facilities (MMF), and eight attrition air vehicles and Modular Mission Payloads (MMP) are required under the basic contract (each TUAV system comprised of four air vehicles; ground control equipment; one Remote Video Terminal (RVT); four MMP; communications devices; launch and recovery equipment; and necessary support equipment). There is also an option for Low Rate Intitial Production (LRIP) of six additional TUAV systems, two MMFs, and eight attrition air vehicles and MMPs; and an option for procurement of the technical data package. It is the Government's intent to proceed into production provided cost, system performance parameters, and user requirements are met.
