A Request for Proposal (RFP) is scheduled to be released on or about April 1996, for the procurement of a vitrification furnace to support the Fernald Residues Vitrification Project (FRVP) at the Department of Energy's Environmental Management Project in Fernald, Hamilton County, Ohio. This RFP will be issued by the Fernald Environmental Restoration Management Corporation (FERMCO), DOE's prime contractor for this work. Note: Due to uncertainties regarding the federal budget, funding is currently not available for this project, however, it is expected to be authorized for an anticipated award in October 1996. This announcement is not a request for proposal or solicitation. This announcement is an advanced notification to determine interest in the proposed RFP as well as assist in establishing a qualified offerors list. The proposed scope is as follows: The procurement scope will include the engineering, design, fabrication, delivery and installation of equipment for vitrification of radioactive waste. In addition, the successful offeror will provide testing, checkout and start-up assistance. The seller shall be responsible for providing a completely functional system. Major components of the system shall include but not be limited to: a) Furnace Assembly; b) Agitation Equipment (if applicable); c) Cooling Systems (if applicable); d) Feed System; e) Instrumentation; f) Controls (local with with remote capabilities); g) Electrical Power System; The vitrification furnace will be utilized to stabilize radioactive waste residues currently being stored in the silos at the Fernald site. The facility will be required to produce 20 to 30 tons/day (24 hours) of vitrified waste. To be considered for bid and award for this work, a prospective offeror must provide a list of all contracts meeting the criteria listed below: Criteria 1 - Successful performance (quality, technical and schedule) by the prospective offeror of at least one (1) federal government contract within the last five (5) years, in which the contract amount was greater than $1 million and at least 45% of the work was performed directly by the prime contractor. Criteria 2 - Successful performance (quality, technical and schedule) by the prospective offeror of previous projects specific to supplying vitrification equipment design, fabrication and installation. The list of contracts should include a) type of job, b) project client, c) location, d) dollar value, and e) the technology or equipment provided. In addition, provide any pertinent information on the prospective offerer's product-line that would be potentially applicable to the proposed procurement.
