Pollack (810) 574-5021 The U.S. Army tank-automotive and armaments
command issoliciting sources for the acquisition of the heavy dry
support Bridge (hdsb), engineering and manufacturing DE velopment (EMD)
effort (phase I). The hdsb consists ofa Bridge, Bridge transporters,
and launcher. The U.S. Army currently uses the heavy equipment
transporters (HET) as FAR Forward as the brigade rear area to
transport, deploy, and evacuate Main Battle tanks (M1a1) and oth er
tracked vehicles. An M1a1 tank transported by the HET is rated at a
Military load classification (MLC) of 96 wheeled. The hdsb is requried
to have MLC 96 wheeled and MLC 70 tracked crossing capabilities over
a minimum GAP span of 40 meters. It will fill all support bridging
roles from the brigade rear to communication zone (commz) ports where
the gaps are 40 meters or less. The Bridge will also serve jin a
limited assault role where GAP widths exceed the capability of armored
vehicle moun Ted bridging systems. The configuration of the hdsb bri
GE section has to be such that It will fit on the M1077 flatrack, a
current component of the palletized load Sy stem (pls). The M1077
flatrack is designed to be carried by the M1076 pls trailer and the
soon to be fielded improved common Bridge transporter (icbt). The
launching mechanism for the Bridge sections will have to be integ rated
onto either the M977 heavy expanded Mobile tactic AL truck (HEMTT)
chassis or the M1075 pls chassis. The acquisition will be conducted in
two (2) Phases. The GO vernment intends to award up to two (2)
COST-plus-fixed-Fee contracts under the engineering and manufacturing
development (EMD) effort, phase I. This initial phase is expected to
involve design and fabrication of one (1) prototype hardware unit, as
well as test support and LO gistics data. Competition for the phase II
production contract will be limited to those firms awarded a contra CT
for the prototype development effort (phase I). This restriction is
necessary to ensure that the selected production contractor is
adequately evaluated on the basis of prototype testing. The prototype
hardware will be fully evaluated in order to deermine its suitability
to perform to the specification requirements. The protot YPE tests
results will be integral part of the selection of the production
contractor. The Government intends to award one (1) fixed price
production contract (phaseii) for a quantity of 31 hdsb units with an
option of up to 50%. All responsible sources may submmit a proposal for
phase I. The Government will issue the solicitati on in draft form in
late January 1996. The final release is estimated to be 1 March 1996.
Industry will be ask Ed to provide wirtten comments to the draft RFP
within fifteen (15) days of its release. The formal RFP will be issued
to all interested parties immediately upon itsavailability. NOTE: This
notice should be considered to be the synopsis for both the draft RFP
and the formal RFP. NO other synopsis will be issued. Firms having an
interest in this program should make a written request for either the
draft and formal RFP, or just the formal RFP package, for
DAAE07-96-R-X007. The draft RFP is not considered to be a prerequisite
for receiving a copy of the formal RFP. Please annotate your firm'S
