intends to contract with the National Center for State Courts,
Williamsburg, VA, to conduct an organizational study of its current
structure, workload, and case processing procedures. NCSC will conduct
a complete organizational review of MSPB's organization and processes
to ensure they are free from significant problems and inefficiencies
in order to apply technology, specifically electronic filing and case
files, to its case processing procedures. MSPB believes that the NCSC
is best qualified to perform this study due to their extensive
experience with legal systems and court processes on state, local, and
national levels, and to their extensive experience with technological
innovations as reflected in their Court Technology Lab. Specific
experience required includes expertise in legal systems, court
techniques and procedures, case tracking systems, legal research
systems, operational analysis, document management, workflow, and case

provide sufficient information to permit MSPB to make a determination
that the respondent has the expertise sufficient to meet MSPB's needs.
