The Air Force through the 2nd Contracting Squadron, and Construction Management Directorate for the Air Force Center of Environmental Excellence intends to procure a One-Step Design-Build project for Military Family Housing at Barksdale AFB, LA. Project scope includes the furnishing of all labor, material, and equipment to construct off-site utility infrastructure and off-site roadway, and design/construct 48 duplex housing units, with priced options for 100 additional duplex units. Scope of Work includes construction of all on-site supporting roadways, utility distribution, sidewalks, landscaping, playground facilities, and other sight improvements. Completion of the design portion of the contract will be based on design concept documents to be provided as part of the solicitation by the Air Force. No design will be required as part of the technical proposal. The contract will not require demolition of existing family housing units. The Construction Cost Limitation (CCL) for this project is $8.60 million for the basic contract and $9.35 million for the priced options. Note: This is a Firm Fixed Price lump sum Contract. Competitive negotiations apply. Award of this contract is based on technical merit and price according to source selection procedures. The proposed procurement is unrestricted. The performance period, including basic contract and priced options, shall be proposed by interested contractors as part of the technical proposal, and will be evaluated and rated by the Air Force. Large businesses need to include a subcontracting plan. The proposal selection and contract award shall be based upon the following areas in descending order of importance; level of housing design and construction experience, performance on past projects, project management plan and schedule, and project cost. The Standard Industrial Code (SIC) is 1521 and the related small business size standard is $17,000,000.
