Contracting Officer: A. Yuen, (808) 474-3385. This is not a request for
either a quote or proposal, or an invitation for bid. The intent of
this pre-solicitation synopsis is to identify potential offerors for an
indefinite delivery contract for utility projects at various locations
on Oahu, Hawaii. The work includes, but is not limited to, all labor,
supervision, tools, materials, equipment and transportation necessary
to construct, alter and repair electrical and mechanical utility
systems and associated civil and architectural work. Electrical utility
systems include, but are not limited to, primary and secondary
switchgear, transformers, unit substations, underground and overhead
electrical distribution systems, ductbanks, manholes, structures for
substations, etc. Mechanical utility systems include, but are not
limited to, water, sewer, air, steam, and fuel piping and associated
equipment connections. The work also includes incidental civil and
architectural work necessary to complete each project. Civil and
architectural work include, but are not limited to, site work (toning,
clearing/grubbing, trenching, backfilling, road repairs, etc),
concrete work (concrete encased ducts, concrete repairs, etc) masonry
work (structures for substations), metal work (pipe hangars, structural
tubing, etc), carpentry/finishing work (miscellaneous building
repairs), etc. Under the JOC concept, the contract contains a unit
price book (UPB) with unit prices established by the government and
also references the R.S. Means estimating guide. The Government will
issue a delivery order to complete a project based on the unit prices
listed in the UPB and/or the RS Means estimating guide. The government
will negotiate the delivery order with the contractor prior to
issuing. Offerors will submit a coefficient which the government will
apply to the total dollar value to compute the actual delivery order
amount. SIC Code 1799 applies. Estimated cost: $200,000 to $8,000,000
per year. The term of the contract will be a 12 month base period plus
four option years. The government will not synopsize options when
exercised. The total term of the contract, including all options, will
not exceed 60 months. The government may award this contract to more
than one contractor. The government will give fair consideration to all
awardees in placing orders based on criteria stated in the
solicitation. This contract will replace a contract for similar
services awarded in 1994 for the maximum amount of $8,000,000 per year.
We will include information about the current contract and the
incumbent contractor (e.g. award date and coefficients, etc) with the
solicitation package. We doe not require requests under the Freedom of
Information Act to provide this general information. Provide street
address, phone number and facsimile number (if available) when
requesting solicitation package. Large business concerns shall submit
a subcontracting plan. The solicitation will require price and
technical proposals and offerors shall submit a bid bond of $40,000.00
with their proposal. There will be a nonrefundable charge for the
solicitation package of approximately $45.00. Do not remit now. We will
advise interested parties of the exact charge later. Interested parties
