MISSILE PORTABLE LAUNCH SYSTEM FOR SUBMARINES SOL N00024-96-R-6221 POC

(703) 602-7023. The Naval Sea Systems Command, SEA 0262, intends to
issue RFP N00024-96-R-6221 for the development and production of a
Portable Launch System for Nuclear TOMAHAWK Land Attack Missiles
(TLAM-N). This portable launch system will be installed on SSN 688,
688I, and NSSN submarines. This procurement will be conducted via full
and open competition. This system will allow the Navy to maintain a
nuclear weapon launch capability on the identified submarine platforms
at a substantial reduction in cost since the nuclear code and
certification will be separate from the submarine's Combat Control
System. Currently, the Navy envisions that the Portable Launch System
(PLS) will be a standalone, portable system that will consist of two
main pieces of equipment: an ''operator console'' which the Navy refers
to as the Data Controller Module (DCM), and the Weapon Interface Module
(WIM) which will connect to the tube/missile and provide missile power,
signal conversions, and transfer of data to the missile. The DCM will
reside in the Attack Center, and the WIM will reside in the Torpedo
Room. This program is sponsored by OPNAV N872 and NAVSEA Submarine
Combat Systems Program office (PMS 425). This procurement is currently
in the conceptual design and early requirement formulation phase. It
is anticipated that an RFP will not be ready for release until third
quarter FY 96, when an exact date is known, this procurement will be
synopsized in the Commerce Business Daily. The purpose of this synopsis
